How do people edit thier pics like this what kind of pogram do they use?

I would ume they use Photoshop, create different layers and overlap them. The people look like drawings, so they would've just digitally enhanced the photos, and the rest is just creating pictures and image fonts. There are other stuff involved, but you can simply buy any editing software and learn on your own, or take a cl like digital graphics.
