How do i get my hair to not be so frizzy?

i am sick and tired of it it is so annoying. the frizz is about 1 to 2 1/2 inches from the top of my head and it wont go down. i even use a frizz shampoo but it doesnt work. i dont know what to do and i hate hair jell and it doesnt even help please help me i dont know what to do i hate it so much!!!!!!! i have strait/ slightly wavy hair. the shampoo and conditioner that i use is herbal essences none of your frizz but doesnt work plz hlp me!
