Gas Central Heating, Boiler & Water Shortage!?

There is a water shortage where I live at the moment or the council are restricting supplies... The cold tap in the kitchen is working, however taps in bathroom & shower are not working & the toilet cistern is empty. I have a feeling the boiler is empty as when the hot water ran out I watched the last of the hot water trickle out & I tried to tap the boiler and going by the echo it sounds like it is empty. I have gas central heating an my question is; would having the heating on be damaging my boiler?? Your answers are greatly appreciated!!
