Adobe Flash Alternative?

Okay so when I was...13 or so I got into making small flashes and such which was extremely fun but the trail ended and I was back to regular old me. It wasn't till yesterday or so I wanted to make animations again and...Well I'm only 14 I really can't buy it. So does anyone know a freeware alternative? (Not "free" but another version simular to it like how GIMP is a free alternative to photoshop). If not...can't you at least suggest how I can get flash LEGALLY? I could ask my parents but I don't really want to feel like a burden
