Does Palmer cocoa er work for marks?

I have stretch marks nd I'm only 13 and 5'8..not that big but i gain weight here and there.I used to just have little marks on the top of my arm that were not silvery or anything just the color of my own skin,i think theyre veins of something then i started to get stretch marks.I didnt care.BUT NOW THEY'RE STARTING TO GET ON THE LOWER PART OF MY ARM?And my arms are the same exact size.I don't want laser treatment.What works?
