How do u develop an algorithm to determine who is a winner candidate for a constituency in a national election?

the algorithm must accept as input the name of four candidate his/her party and the number of votes EACH candidate receives.the successful candidate is the one who receives the most votes.print the name of the winner and the number of votes he/she received.
