Really BAD headaches....can someone help...mainly women?

So my mom is 49 years old, she has diabetes and she hasn't had a period for a while now......(not sure if its menopause)......she gets really bad headaches that just start out of no where.......sometimes they start by creeping up the neck and then it progresses very fast and it is mainly pulsating in the temples....after wards her face feels numb, temples are sore, and she feels dumbfounded........She has had a CT, she has been to the doctor......one wanted to just give her estrogen with out even checking her estrogen level......she trys taking Ibuprofen, but it rarely works and the headache persist through out the day.......WHAT COULD THIS BE.....Thank you for any info........
